Well I finally decide to just turn it off! And that worked. When I restarted it I was able to restore from iCloud backup. Then I checked and it had actually updated to the watch OS7.5. And working well.

Based on spending a lot of time over 2 days I've concluded it's going to be impossible and may as well throw it away as all the iPhones in the house are IOS 14. I don't want to upgrade to one with cellular as we have one of those and rarely use it as a phone. Looks like the new watch 3 with GPS won't help, but not sure. I may call Apple support to see what they say and if I find out anything helpful will post here. 🤓

The apple watch 3 GPS only has only 8GB of internal storage, most of that is taken up by the operating system and other critical software.So installing to an ios14 phone is nearly impossible,if you can find a phone with ios13 and pair the watch and update it with that then unpair and you can re-pair it to your ios14 phone.

This is the only workaround that I have personally seen that works.(Tried it with an old watch 3 I had lying around with WatchOS6 on it).
