New phone number not working with FaceTime

Settings, Messages, turn off iMessage.

Settings, FaceTime, turn off FaceTime

Restart the phone

Turn them both back on

In this case the OP already had a number registered to both. It is necessary to de-register the old number by turning off iMessage and FaceTime first.
