I've received a number of messages from Microsoft stating that
" your mailbox is full." I can no longer send or receive emails. I need
to delete some or all old emails to restore function . I've tried this
but still have non functioning email. can anyone help/ thanks

The issue you have has nothing to do with Mail app or your iPhone. Is your Outlook account that is full. Go to Outlook.com website, sign in to your account and make more room by deleting some of your old emails.
