trade in returned without reason or warning

I bought a new iPad from apple website and arranged a trade in. New iPad and packaging to return trade arrived no problem. I pad returned and an email sent to remove this device from my apple account. Done this right away and 14 days later the iPad arrived back on my doorstep. Do apple not want my iPad? Found it strange no email or note inside explaining why?
