My iPhone updates the iOS and a more important app is no longer working and no longer available on App Store.
the app is iaccount manager and in this app I stored all my login data and bank code.
how can I rescue this data? Can I downgrade the iOS to try to restore the data from iCloud backup?

You cannot downgrade to a lower iOS version on your iPhone. What you can do is contact the developer of the app in question and as them which options you have to rescue the data. Chances are that the app is probably not supported since it is not available in the App store anymore.

Looks like it was abandoned by its developer years ago now, unfortunately. The one reviewer notes in 2016 that it had not been updated for a long time. In which case it was inevitable that it would eventually become incompatible with iOS updates.
Even the developers company web site no longer exists so that company is gone.
The name is the same but the logo is different. Probably I have an old version whit a different icon.
