I can't find "Touch ID and Passcode" settings on iPhone 7
Ok, so I’m trying to change my fingerprint settings (adding other people) and I don’t have “Touch ID and Passcode” as an option.

You may have Screen Time Restrictions set to ON.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Passcode Changes : Set this to ALLOW.
