Moving Cellular Apple Watch to European carrier

Hi! I was thinking about gifting an Apple Watch to a family member who lives in Spain. Can they activate it with Movistar, the carrier offering the Apple Watch over there? Or is the Apple Watch sold in the US somehow locked to US carriers or some US only cellular frequency?

I have seen some answers from a few years ago that say no (see below), but when I look to the current information for SE and 6, it seems that the celular frequencies in the US and Spain are the same.
