Mac starts up to blank screen

The last few times I've turned on my MacBook, it shows a dark blue screen. I am able to move my cursor around, but the Mac is otherwise unresponsive for a few seconds before turning on properly.

I did some googling and came across these instructions:

If your Mac starts up to a blank screen - Apple Support

Should I still follow this guide if the blank screen only lasts for a few seconds?

MacBook Air 13″, macOS 10.15

Might try the SMC Reset and perform this action 3x consecutively and then test.

Failing that try the Safe Boot and run this way for 7 - 10 minutes then restart in Normal Mode and test again.
