This app looks good (https://apps.apple.com/us/app/remo-duplicate-photos-remover/id1066797785)- I have not tested it on my iPhone however, because I prefer to do all organising on my Mac and sync the changes with iCloud Photos to my iPhone.

Remo is free, and can either find exact duplicates or groups of similar looking photos.

Before trying the app, make a full backup of your iPhone, so you can revert to the current state, if something goes wrong. Some duplicate cleaners offered for Macs are not safe to use and can damage the Photos Library beyond repair and cause a loss of photos (Using third-party apps to remove duplicate photos might damage your Photos for macOS library - Apple Support). I have not seen similar reports for Photos iOS and duplicate cleaners on an iPhone, but it will be much safer to have a full backup before trying such apps, particularly the free ones.

What do you want to do? What do you mean by "clean up"? Do you want to delete duplicates? Or do you want to move photos to albums?

The camera roll (or All Photos) in Photos on an iPhone is meant to be the basic storage of all saved photos or photos taken on your iPhone. You cannot remove photos from the predefined albums created by Photos for you and save them in other albums. This is the way how Photos is working:

  • All photos and videos are stored only once in the library.
  • Photos is creating some basic, predefined albums showing the photos organised according to different criteria - Places, People, panoramic photos, screenshots, etc.
  • The albums are just using the stored photos - they are not saving a separate copy. You can add photos or videos to as many albums as you want, without needing extra storage.
  • You can only remove photos from albums you create yourself.
  • If you want a camera roll album, where you can remove photos from after adding them to other albums, you could create an album "my Camera Roll" with all your photos, then organise the photos starting from your own album.

I don't know an app that will allow you to organise your photos this way - you would need an app that is keeping the photos stored separately in its own management system.
