why can't my son download apps rated 12+ , He's already 13 and screentime is set correctly

how do we fix this so he can download apps. we get a message that says "due to age restrictions for this device, this app cannot be downloaded". But the app is rated 12+

Well that’s all good but not helpful! Been very familiar with screen time, restrictions, settings etc for # of years as this is our 3rd child. Anyway, every setting we changed and even removed all restrictions but the App Store would still not allow downloads due to age restrictions even with his age being over 13+. It took three attempts of resetting his iPhone & still unresolved. So last solution was to lose all his settings/iCloud and start fresh with new install, which worked.
