Dolby Atmos for Apple Music in India

Why is Spatial audio with Dolby atmos and Lossless audio not yet available for Indian users? I heard that Apple would release it simultaneously in all countries. Can anyone see the dolby option in setting with iPhone 12 or iPad Pro?
