Confused about iCloud

I am getting messages on my iPhone and iPad that I am almost out of my storage limit in iCloud. I was not aware I was storing anything in iCloud. Not sure how to find out what is in there, but here is my real question. If, for example, I go into Settings, Pages, Document Storage, and select On My iPhone, it says -- "... Store documents only on this iPhone , and do not make them available on other devices." I want to be able to have documents, contacts, and other things appear on all my devices -- iPhone, iPad, and iMac, but I do not want to store them in iCloud, necessarily. Do I have to store things in the iCloud drive in order to have them appear on all my devices? No idea what settings I need to make. Thanks.

If you want your data to sync to other devices through iCloud, those things are also stored on iCloud. There is no option to prevent that.

Typically, Contacts, Notes, Calendars and other things synced through iCloud (with the exception of photos and videos) are small in relation to the 5GB of free storage. Photos, videos and to a smaller extent, iCloud Backups, are things that usually result in large amounts of storage on iCloud.
