We understand you're experiencing an issue downloading an app from the App Store due to being prompted to review your account. Is this a new Apple ID account and also the first time you're using it to download an app? If so, the App Store will require you to review their terms and conditions, and to input your billing information before you're able to download anything.
However, if the prompt isn't moving forward for you, there's a few things we can try to resolve it. We'd recommend following the steps listed in If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open. Don't worry about the fourth step since the App Store is a native app that can't be removed.
