No service - phone not allowed affecting iPad 4

I have a number of iPad 4 devices which have the following issue in relation to various carrier SIM cards when inserted in to the the iPad with the following notification. It does not seem to be the SIM card as I've tried it in other versions of the iPad and it works fine only affects the iPad 4

Tried using the Reset Network settings but there is no change


"no service" (phone not allowed)


Has anyone encounted this type of issue before in the iPad 4 - I've not had any issues with the later versions of the iPad 5/6/7/8

To be clear, many (if not most) Cellular phone SIMs will not work with tablet computers. Just because you perceive use for data alone, the SIM may mot be provisioned correctly for the iPad. DataSIM provisioning can significantly differ from Cellular phone SIMs.


At the very least, you need to verify compatibility with your Cellular Carrier.

An iPad, whether a Cellular model or not, is not capable of directly accessing Cellular Voice or SMS/MMS Messaging features. An iPad with either WiFi or Cellular connectivity alone can only access IP-data services. An iPad is not, and can never be, a standalone substitute for an iPhone.


In general, phone SIMs are not provisioned by the Cellular Carrier to operate in tablet computers such as iPad. Those SIMs that are provisioned for use in both an iPhone and iPad, can only access Cellular Data services.


As you may be aware, when paired with an iPhone, the capabilities of iPad significantly broaden to include access to Cellular Voice and Messaging services of the associated iPhone - relayed to the iPad over WiFi using Apple’s continuity features.

That's true, but we are only using the cellular card in the iPad for running applications - thus data only

when you go into the iPad setting/General/About there is an option called Network it is currently states Not Available previous it would state the carrier network you were connected to in Australia - Telstra/Optus or Vodafone

In the other later versions of the iPad it shows the carrier's details

It is like the iPad has lost the carriers configuration for connection?
