iPhone 12 Pro Max storage problem

I bought the iPhone 12 Pro Max last December, after finish transferring everything from my old iPhone 8 Plus, I noticed my storage space went up by around 20 GB as it shows on the first picture, I did contact apple support, they said they didn’t know why, so I just ignored the problem and kept using it. Lately, I found out my photos in storage took about 191 GB, that’s just ridiculously high, I bought the 258GB for both this one and my last phone, my last one’s storage space number seems reasonable, and I don’t know how to solve this problem

Hey there yi63,

It appears you're having issues with your photos taking up space in your device.

Based on the screenshot we see that you have iCloud Photos enabled, and the upload is at 2%. At that rate it would be expected for your photos to take up storage space on iPhone, as the upload has not yet completed. You'll want to make sure you're connected to a reliable Wi-Fi network.

Also, you'll want to check your video and picture storage settings while using iCloud Photos. If you have the "Download and Keep Originals" feature enabled, this will take up more space on your iPhone. This setting will keep full resolution photos and videos stored on your device when enabled. Take a look at the resources below.
