Numbers will not rotate text in a table cell.
Why not? Is it to difficult to solve this for Apple developer?

You could consider giving feedback to the iWork team via Numbers > Provide Numbers Feedback in your menu.
It would indeed be nice to be able to rotate text in table cells.
