I just took delivery of a 12.9” iPad Pro M1 from BestBuy. I was surprised to find iPadOS 15 installed on it. I thought the release date for that upgrade was this fall. There is no mention in the About section as to it being a beta version. Do all of these now include the new OS?

No, iOS 15 is in very early beta. The shipping version should be iOS. 14.4, 14.5 or 14.6, depending on how long it has been on the shelf.
The only way it could have the beta on it is someone opened that box and installed the beta. So you did not really get a brand new, never sold at retail device. I would take it back to BestBuy and insist on an exchange. Bestbuy sold you a returned device most likely.
And, since Apple is extremely serious about betas being confidential, I would also tell Best Buy that I will be informing Apple legal that they are selling devices with not yet publicly released beta software. That should, at a minimum, result in a serious slap on the hand as it is a major violation of the NDA. Just affirms that Best Buy is not trustworthy. And yes, they better give you a factory sealed never opened device immediately.
