I tried to force quit by holding down the power button for about 20 seconds but it would not shut down.

when I try to restart or shutdown or force quit, a pop up appears asking for administrator name or I’d and password.

I tried Apple ID info and MacBook password and my internet provider but no good.

I don’t know who or what the administrater is! What else do you suggest?

Problem solved! saw a teck guy who found that I inadvertently signed in as GUEST user, instead of myself.

He signed out the guest user who was holding up my restart and shut down.

All is well.
