Cant shut down or restart
Lately, when I try to restart or shut down, a Pop-up asks for administrator ID and password. I tried Apple ID , MacBook password but says this is not valid. Cant figure out what it wants.

It would be looking for your admin User/ password
You can force quit a shutdown by holding the power button/TouchID for ~6-10 sec.
Force shut down:
Log out, sleep, wake, restart, or shut down your Mac - Apple ...

See if you can SafeBoot https://support.apple.com/en-us/HT201262
Takes noticeable longer to get to the login screen, does a 5 minute disk repair before it fully boots up, and certain system caches get cleared and rebuilt, including dynamic loader cache, etc.
Login and test. or Reboot as normal. Caches get rebuilt automatically.
