Does the Apple Watch 6 track open water swim distance or just count laps in a pool?

Yes, the Apple Watch tracks open-water swimming workouts. Please see the following article, in particular the section "Get better results" which states the limitations of this workout: Swim with your Apple Watch - Apple Support
