Hi.
A family member has asked me to get the photos off her iPad Mini 2 with a broken screen. Is this possible? I can't enter the passcode on the device itself to unlock it because the screen is not functional. She really does not want to lose the photos. Can anything be done?

If the iPad is non-functional - or if the iPad cannot be unlocked with the Touch screen - data cannot be recovered from the iPad.
The iPad uses an encrypted filesystem - that preserves privacy and security of all locally stored data. Entering the Passcode unlocks the iPad Secure Enclave (the iPad security chip) that contains the encryption keys that are used to decrypt the encrypted files. Unless the Passcode is input and accepted, all data is beyond reach.
If you have a pre-existing iCloud or iTunes backup, the backup can be restored along with all data to a repaired or replacement device. Your photos if synchronised with iCloud may still be accessible:
