Is there a way to kick off the transfer again? Or get it to continue?
I think my issue was that part way through the transfer it started backing up my new phone to iCloud and didn't have enough room. I deleted that backup (the one from the new phone) but don't see a way to restart.

From your post, it sounds like you'd like to continue transferring your iPhone data to the new phone. If you haven't tried already, go ahead and restart both phones to start the setup process again. Details about Quick Start can be found here: Use Quick Start to transfer data to a new iPhone, iPad, or iPod touch
If the new phone is already setup, you will need to erase the phone in Settings > General > Reset > Erase All Content and Settings in order get the option to set the phone back up.
