Use a Gift Card:
Get a Gift Card, and add it to your Apple Account. Important: To avoid scams and such, be certain to get it from a retailer, and add it right right then-and-there at the register after the transaction goes through. Once you have the money in your Apple Account, pay for it with that.

Go Here: iCloud storage plans and pricing - Apple Support and see if it is an an option in your location/region.
Whom to Contact:
Contact your financial institution (i.e. bank) and let them know that all is fine to be proceed with. If a card is not going though for some reason, then having performed this so many times, it may be seen as a scam, though that may not be the intention.
