How to pause iCloud drive sync? Stop button is inactive

I'm on super slow and expensive connection right now, every KB matters. And I permanently can't download anything as iCloud Drive permanently syncs something, grabbing all bandwidth! And I even can't see, what exactly is tries to sync.

I need my already downloaded files and don't want to sign out or disable iCloud drive at all. But leaving iCloud Drive active makes near impossible even to use Safari! Desktop and Documents are not synced.

The only idea I have is to install Little Snitch or other fw to block iCloud Drive connections. But, ironically, I can't download even it.

How to deal with it? I need «Pause sync» button or something like this as Dropbox or any other cloud provider has.

When you rename a file or folder, don’t change its filename extension, or you may no longer be able to open the file with the app that was used to create it. To be warned before you change an extension, select “Show warning before changing an extension” in the Advanced pane of Finder preferences.

If you want to change a file’s format, use the app you used to create the file. For example, TextEdit can convert a document from plain text format (.txt) to a rich text format (.rtf), and Preview can convert many types of graphics files.
