That would be a function of the app in which you are using the pencil. You select the color from a palette within the app itself. I am using the Apple Pencil 1st generation and this screenshot is from the Notes App.

That would still be a function of the app that you are using. That’s a fairly common feature in drawing apps. If you are using the Notes app that feature doesn’t exist.
