I've seen this post and the provided solution does not work.
I set my allowed apps at the beginning of the day and sometime later on the list resets and I end up with the default Messages and Maps. Then I cannot access any of my apps without using the "Ignore Limit" button.

We see that the “always allowed” apps with Screen Time on your iPhone keep resetting and you have to choose “ignore limit” to use them.
