Why are some apps not working with screen time?
some apps that are not in the “ALLOWED” section are still able to be used.

It appears that some apps that aren't in set to be allowed during Downtime are showing as available. Does this issue continue if you temporarily add those apps to Allowed Apps for during Downtime, restart the iPad, and then take those off the list again? It may seem like a simple step but may help: Restart your iPad You'll also want to ensure all other settings for Screen Time are looking correct: Use Screen Time on your iPhone, iPad, or iPod touch
