No.

I have a GPS-only Apple Watch and I can pair my AirPods (as well as 3 other Bluetooth headphones) to my Apple Watch.

Of course, if you want to listen to music, podcasts, audiobooks, you need to transfer the media to the Apple Watch for off-line listening.
