Can I restore the backup of my iPad 3 to a new iPad Pro?
I have an iPad three with all my data on it. If I do a back up on it, can I restore that back up to my iPad Pro when it arrives?

Yes, you can.
The rule is: the "destination" device MUST run an iOS/iPadOS version equal or more recent that the one used by the "source" old device to create the backup (not viceversa).

Bear in mind that the OP can only use "backup" (via iCloud or via computer) and "restore from backup" procedures (as already stated). The OP cannot choose the "Quick Start" method, since the existing data are on an iPad 3rd generation (which cannot support iOS versions beyond 9.3.x).
