Hi - I've spent over an hour on the phone with apple today. I've made multiple attempts to use the website to get a recycling case opened for a 2009 mac book pro. I've had uncharacteristically poor support on the phone from Apple - transferred many times, phone drops, referred to a third party who claims they didn't "do" recycling, etc.
Any advice before I just give up and send this thing to the dump?

Hmm, I must be "lucky" as I have never personally had an issue getting help with recycling my old stuff with Apple, but I'm sure that's not true in all cases. I'm sorry that this has been an issue for you.
Alternatively, have you considered:
too old to donate, and too far to apple brick and mortar (but maybe i'll just keep it in my trunk just in case i wind up in that direction!)
Electronics recycling is done infrequently in my town, unfortunately. I'll keep an eye out for opportunities there.
