Safari wants to download every page I go to

I have a one month old M1 iMac. The computer is fine, but there seems to be a bug in Safari... every few days it get stuck in a loop of asking me if I want to give permission to download... on every page I go to... pages without downloads. It wants to download the page. I can solve the problem by clearing the last hour of history. Then everything is fine... for a few days and it starts up again. A bug of some kind? Malwarebytes is clean. I have the latest 11.4 Big Sur.

Go step by step and test.


1. Quit Safari, launch Safari holding the Shift key down.

2. Startup in Safe Mode. https://support.apple.com/guide/mac-help/start-up-your-mac-in-safe-mode-mh21245/mac.  

    Quote:

    It also does a basic check of your startup disk, similar to using First Aid in Disk Utility. 

    And it deletes some system caches, including font caches and 

    the kernel cache, which are automatically created again as needed.


3. Clear History

    Please read the article before clearing history, 

    this is like a low level resetting of Safari without affecting passwords and bookmarks.


4. If Safari doesn't open a webpage or isn’t working as expected
