When, from Safari, I add a bookmark to the home screen it shows up on the second screen even though there is plenty of space on the home screen. What's up?

I’m at some loss to understand the comments being made by our esteemed Community Specialists…
Whilst I cannot provide an explanation for Apple’s decision - Apps, Shortcuts or Bookmarks will not be added to the first Home Screen. Whilst they can be manually moved, it is a function of iPadOS that these are added to the second Home Screen where space is available, or later Home Screens if all space is occupied.

The bookmarks should be added to the first Home Screen where there is space, not the second screen by default.
Are other apps being added to the second screen or only the bookmarks?
Have you already updated to iPadOS 14.6 through the steps in Update your iPhone, iPad, or iPod touch?

These provided no help in any way. I know how to move apps and how to add apps to the "home" screen. Why do they end up on the second screen when there is space on the first? Next time please try providing an answer that incorporates the issue being described.
I thought it used to put them on the first screen, but that could be imagination. (Or maybe that was on my Android.)
It seems the first screen is actually the home screen. The other screens are just .... hmmm... desktop screens
But, I'll survive I guess :)
