You don't need a MacBook for any of the steps in If you see an Update Failed or Apple Pay Not Available alert after iOS update or restart - Apple Support See the excerpt below with bold added my me:

  1. Connect your device to a computer. Make sure you have the latest version of macOS or iTunes. On a Mac with macOS Catalina 10.15, open a Finder window. On a Mac with macOS Mojave 10.14.4 or earlier, or on a PC, open iTunes.


You can use a Windows computer with iTunes installed. If you have a Windows computer but need to install iTunes, see: Download and use iTunes for Windows - Apple Support
