Many email providers, including Microsoft, have switched to using App Specific Passwords when using anything other than their own Mail App. In such cases, you will need to generate a unique password for your iPad email account - that will differ from your normal Account Password.

AOL, Yahoo, Google, Microsoft all use App Specific Passwords when using anything other than their own email client Apps.

If you need to generate an App Specific Password, you’ll need to log-in to your Mail Providers account management webpage - using a web browser - and generate the Password from the appropriate account security page.

Sorry, I couldn't guess you were NOT using the Apple Mail app (which also supports Outlook accounts).

For any further question about Outlook app, I suggest that you contact Microsoft for iOS support team.

Using iOS/iPadOS 13 or earlier: Settings>Password & Account

Using iOS/iPadOS 14 or later: Settings>Mail>Account

That said, have you already tried to delete that email account, restart your iPad (or iPhone), then re-add that account?
