No. iDVD was discontinued about 5 years ago, is only 32 bit and will not run with Catalina or newer systems. You'll have to go to the App Store and search for "video DVD" to find an number of potential candidates. Most offer a free, demo version (puts a watermark on the output) to try before you purchase.
