My face recognition stopped working and every time I try to set my Face ID it says “Lower your phone” or “Move the phone high” my face is completely centered. I’ve restarted my phone numerous times still doesn’t work. Anyone know how to fix this or what the problem might be??

Just try to take a Portrait Mode photo through your iPhone, if it doesn't blur the background and it doesn't behave as expected after a simply power cycle, then you need to get it fixed through a Retail Store or Authorized Service Provider.
P.S.: Portrait Mode on front cam benefits the existence of True Depth camera, that's why I'm suggesting to take a Portrait Mode photo.
