Hello-
My daughter is on my family network. She has her own icloud.com account which I assume is linked wiht me. However, I can't log her into her iphone 4 she is using on our wifi only. It keeps asking for 2 step verification and it sends two separate texts with 3 or 4 separate 6 digit codes, of which none of them work. It also tries to send an email to her icloud account, which I can't access. I'm stuck in some bad feedback loop. Any suggestions?

It sounds like you have trouble using Two-factor authentication. For this situation, you can check out the article on Two-factor authentication for Apple ID.
Specifically, you can see the following:
"If you use two-factor authentication with devices running older OS versions—like an Apple TV (2nd or 3rd generation)—you might be asked to add your six-digit verification code to the end of your password when signing in. Get your verification code from a trusted device running iOS 9 and later or OS X El Capitan and later, or have it sent to your trusted phone number. Then type your password followed by the six-digit verification code directly into the password field."
If you are requesting the verification codes, it's best to wait for the code to come through before requesting another one as that may cause the codes to not work.
