3rd Gen Apple TV issue

Using a 3rd generation apple TV, purchased a new remote. Attempting to pair remote, holding menu and right- after I do that for a few seconds, the Apple TV light flickers but nothing comes onto the screen to said it is paired. Have restarted Apple TV handful of times with no luck. I am not sure if this matters but the device is not on wifi yet as I have no way to connect the device to wifi without the remote.

Hold down Menu and left for about 6-10 seconds and that will unpair the Apple TV from the previous remote. Then pair the new remote.
