I have a generation 2 Apple TV and it won’t stream videos from HBO max

That is correct, HBO Max only works on Apple TV HD and Apple TV 4K models. HBO discontinued support for Apple TV 3 and earlier models. Have you considered replacing your Apple TV 2nd gen?
