stolen phone

my phone has been stolen on 28.06.21 around 17.00-17.15. I already changed apple and icloud password. The question is when i look into Find my iphone it's always offline if it's possible that i forgot to go to turn on my location for find my iphone on Setting or the thief has turned off my phone? I have put on Lost mode and Play sound but since it's been stolen i havent got any notications yet. I believe that they could take my sim card out and probably put on wifi if that's the case from find my iphone still shows ''offline''?

It will show offline unless and until it has an Internet connection, either cellular or Wi-Fi. But follow these instructions→If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support.


Also, if you receive a message from “Apple” saying your phone has been found and click a link to log in to see where it is, DON’T. The message is a phishing message from the thief hoping you will fall for a scam and give away your Apple ID and password.
