It looks like the phone was locked with Activation Lock - which prevents usage of the phone until the correct password for the Apple ID shown is supplied.
You will not be able to proceed through setup until you can contact with the previous owner and ask them to remove it from their account. If they need help, show them this article How to remove Activation Lock - Apple Support
