The photos app works just fine
I did all of that even reinstall MacOS but it's still not working.

This may be a stupid question - but you do have pictures tagged as favourites in your library, don't you?
What happens if you create an album with pictures in, can you select that under albums?
Somehow I think it's strange because I can see nothing except favourites photos.
I used to just chose one of my photos (isn't it suppose to show all of them even thought they are not in favourites) but for now after I create album for some and favourites I can see those photos. Yet, I can't see all of my photos.
Thank you Tony. Your idea wasn't stupid at all because It works! I can see favourites in my library. Also, I added photos into some Album I just create and now I can see them. I don't know why but never have to do this before.

When you click on the line "Photos" it will show all the photos in your library.
When you click on favourtites it will only show you those, or if on an album, only the ones in the album.
I suspect previously you have clicked on Photos.
Desktop & Screen Saver panel can't see anything in photos (already reinstall MacOS)
