When I try to manually install this security update I get a message: An internet connection is required to install macOS. Connect to the internet and try again.
This message occurs even while I'm connected to the internet. The message appears if I'm connected via wifi and ethernet.

It sounds like something is confusing the OS.
Reboot your computer and see if the problem goes away.
If that doesn't fix the issue, see if the problem still happens in Safe mode (hold the shift key down at startup).
It takes longer to safe boot so be patient.

Can you get the update installed while in Safe mode?
Exit safe mode by restarting your Mac normally and re-evaluate the issue again after a normal reboot.

security update seemed to work after reboot. I may have other issues though. When I tried to boot in safe mode I got a panic (cpu 1 caller) PUP PANIC - fatal AXI write error on DMA channel 0
