phone keeps flashing apple icon

my son's iphone xr keeps flashing the apple icon intermittently every 5-10 seconds, then black screen, then apple icon again, etc... If I hold the power+vol up button long enough I get the message to go to the apple restore url but it doesn't do anything when I have the device plugged in. Any help?
