Switching service to an I phone 8

I found an I phone 8, it has no sim card in it and is locked. Since it is locked, there is no chance of finding owner, can I unlock and use it? I do have an apple acct and used an apple I phone 4 I believe with iOS 7 upgrade, I think. What would I need to do to be able to use this phone?

not if it's activation locked


the activation lock is not really on

the ipad it's a theft protection measure on apples servers


it needs to be removed

hand it over to your local law enforcement and or a local lost and found
