Apple do not supply genuine components to any third-party repairer. Genuine parts are only available to Apple and Apple Authorised Service Providers (AASP) whilst the device is still formally supported.

If your iPad is sufficiently old that Apple no longer offer repair, then genuine parts will not be available. Third-party screen repair will have to use after-market parts - which will very likely result in other iPad functionality (such as security features and TouchID) being permanently disabled.

Repair of a very old iPad is unlikely to be economically viable. The installed version of iOS will not be supported for update; compatible Apps will be increasing scarce - and if the iPad is reset during the repair (as is likely), you may not be able to reinstall many Apps.

In the circumstances that you describe, you would be well advised to consider using the money that you might otherwise spend upon an ineffective repair towards the cost of a replacement iPad of a newer or current model.
