When I went to go into recovery mode it asked me to choses a wifi so I picked mine then enter a password when I did that it took me back to the start of recovery mode even though the password is correct. Then after a while it comes up with this error code.

That is because there is no Active and Working Internet Connection. Suggest moving as close the Router and try again or better still - us a Ethernet Cable to Router and climate the Wifi connection completely

To eliminate the Wifi connection issue - use an Ethernet Cable from Computer to Router and try again.
I moved my Mac right next to the router and it still happened
