My iPhone was stolen how do I access the backup in iCloud to retrieve contacts etc

If you were using iCloud to sync contacts you can just sign into iCloud on a new device and set them to sync or with a web browser through iCloud.com.

Some things are not stored in a backup. Click on this link and read "About missing information after you restore your iOS device with iCloud Backup" -->

If you were not using iCloud to sync contacts then you wil have to restore your most recent backup to your new iPhone so Contacts are restored along with everything else. You cannot get access to individual items in an iCloud or iTunes/Finder backup.
