Retrieve the data from stolen iPhone

My phone has been stolen and when I got new one (used one) I log in to my Apple ID and iCloud and only contacts number have been restored, nothing else. I can’t retrieve my photos/videos it’s shows only my new iCloud with nothing.. I don’t know what to do, while my life was there, how I can retrieve it back? Please help me

If you synced content to cloud, it will sync again when you log in and select services to sync.

If you backed up to iCloud, set up your new device using the iCloud backup.

If you did not backup nor sync, there will not be any content to recover.
