My phone was stolen. I would like to recover all my contacts

The master copy of contacts is on the email account or accounts you have on your phone. They are stored locally, but sync to the mail server and are not backed up. So if you add your email accounts to the new phone the contacts (and calendar events) will appear.

Hopefully you had a back-up of the stolen phone as that is probably the only way you could recover your contacts.
